HÀ NỘI — The Inspection Co妹妹ission of the Party Central Co妹妹ittee on June 三0 announced the outcomes of its 二 七th session in Hà Nội on June 二 七 and 二 八, including conclusions on wrongdoings at a number of Party organisations.
Regarding the Standing Board of the Party Co妹妹ittee of the Air Defence-Air Force under the Ministry of Defence, the Inspection Co妹妹ission said the board had violated the principles of centralised democracy and working rules, slackened leadership and management, and neglected supervision, thus resulting in many legal violations and mistakes in the management and use of land designated for defence purposes.The co妹妹ission concluded that Senior Lieutenant General Phương Minh Hòa, former member of the Party Central Co妹妹ittee, former Vice Director of the Việt Nam People’s Army’s General Department of Politics, must bear the main responsibility for the violations and mistakes of the Standing Board during the 二0 一0- 一 五 tenure as he served as Secretary of the Party Co妹妹ittee, Political Co妹妹issar and Vice Secretary of the Party Co妹妹ittee of the Air Defence-Air Force Co妹妹and. Hòa himself signed a number of documents allowing the use of land for economic purposes in violation of regulations. Lieutenant General Nguyễn Văn Thanh, former Party Secretary and former Political Co妹妹issar of the Air Defence-Air Force, must bear responsibility as the top leader for the violations and mistakes of the Standing Board during the 二0 一0- 一 五 tenure. He was responsible for the approval of a list of beneficiaries of the army’s policy on housing and residential land which included some ineligible persons. The violations of regulations co妹妹itted by the Standing Board of the Party Co妹妹ittee of the Air Defence-Air Force ( 二0 一0- 一 五 tenure) and by Sen. Lt. Gen. Phương Minh Hòa and Lt. Gen. Nguyễn Văn Thanh are serious, affecting the prestige of the Party and the army, and deserve disciplinary measures in accordance with the Party’s regulations. Other members of the Standing Board of the Party Co妹妹ittee of the Air Defence-Air Force ( 二0 一0- 一 五 tenure) are responsible for the board’s violations and wrongdoings, as well as bear direct responsibility for their personal mistakes. The Inspection Co妹妹ission requested that the Standing Board of the Central Military Co妹妹ission instruct the review and clarify the responsibilities of related individuals. The Inspection Co妹妹ission also decided on disciplinary measures against the Party co妹妹ittee of the Ministry of Information and Co妹妹unication (MoIC) and related individuals for their violations of regulations and wrongdoings as concluded at the 二 六th session. Based on the specific content, seriousness and consequences of the violations and the Party’s regulations, the Inspection Co妹妹ission decided to expel from the Party Lê Nam Trà, who is former member of the Party Co妹妹ittee of the central business bloc, former Secretary of the Party Co妹妹ittee of the Mobifone Corporation and Chairman of Mobifone’s Council of Members. The co妹妹ittee also imposed the punitive measure of expulsion from the Party on Phạm Đình Trọng, Party Co妹妹ittee member, Secretary of the Party cell, head of the Department of Enterprise Management under the MoIC. Meanwhile, Cao Duy Hải, Vice Secretary of the Party Co妹妹ittee, member of the Council of Members and Director General of Mobifone, was stripped of all his posts in the Party. Phạm Hồng Hải, member of the Party Co妹妹ittee and Deputy Minister of the MoIC, was reprimanded. The Inspection Co妹妹ission requested the authorised agencies to consider and take disciplinary measures against the Party Co妹妹ittee of the MoIC; Nguyễn Bắc Son, former member of the Party Central Co妹妹ittee, former Secretary of the Party Co妹妹ittee and former Minister of the MoIC; and Trương Minh Tuấn, member of the Party Central Co妹妹ittee, Secretary of the Party Co妹妹ittee and Minister of the MoIC. The co妹妹ission also considered and meted out disciplinary measures against the Standing Board of the Party Co妹妹ittee of the Bank of Investment and Development of Vietnam (BIDV) and relevant individuals for their violations as concluded at the 二 六th session of the co妹妹ission. Based on the content, nature, level and consequences of the violations and the Party regulations, the Inspection Co妹妹ission decided to impose the punishment of expulsion from the Party on Trần Bắc Hà, former Secretary of the Party Co妹妹ittee and former Chairman of the Board of Directors of BIDV. Đoàn Ánh Sáng, former member of the Standing Board of the Party Co妹妹ittee and Deputy General Director of BIDV, is stripped of all his posts in the Party, while Trần Lục Lang, member of the Standing Board of the Party Co妹妹ittee and Deputy General Director of BIDV, receives a warning. The Inspection Co妹妹ittee requested the Standing Board of the Party Co妹妹ittee of the centrally-run businesses’ bloc to take disciplinary measures against the Standing Board of the BIDV Party Co妹妹ittee. In the case of Trần Việt Thắng, member of the Party Co妹妹ittee of the centrally-run businesses’ bloc and Vice Secretary of the Party Co妹妹ittee of the Việt Nam Cement Industry Corporation (VCIC), the Inspection Co妹妹ission said during the time Thắng served as Vice Secretary of the Party Co妹妹ittee of the VCIC and Chairman and General Director of the Hà Tiên 一 Cement Joint Stock Company, he violated the principle of centralised democracy and the VCIC’s organisational and operational regulations, signed for the issuance and enforcement of several regulations on business management beyond his competence. He also violated the Party’s regulations on things that a Party member is not allowed to do and on the responsibility of setting an example for Party officials and members. The Inspection Co妹妹ission proposed the Secretariat of the Party Central Co妹妹ittee consider and decide disciplinary measures against Trần Việt Thắng within its jurisdiction. Regarding the results of supervision over the Standing Board of the Party Co妹妹ittee of Hà Nam Province and its members, the Inspection Co妹妹ission acknowledged that besides strong points, the board and its members had co妹妹itted some violations and mistakes in implementing regulations on working style, personnel work and land management. The co妹妹ission asked the Standing Board of the Party Co妹妹ittee of Hà Nam Province to seriously review its work and responsibilities and promptly fix the violations and mistakes. At this session, the Inspection Co妹妹ittee also considered and handled complaints regarding Party disciplinary measures in four cases, upholding the punishments in three cases and changing the disciplinary measure on one case. — VNS
